David Parker Ray Investigative Series

Executed and dumped - In photo above, the body of Billy Ray Bowers of Phoenix, AZ, is found floating on Elephant Butte Lake in September 1989. Police said Bowers was executed - shot in the back of the head before his body was wrapped with boat anchors in blue tarpaulin then dumped in Elephant Butte Lake about a year before his body gassed up and emerged to the surface. Two fishermen found the body floating on the lake on the east side in the Kettle Top area. In photo, state police, sheriff's deputies and ambulance personnel greet the boat that slowly dragged the body across the water a few miles. Bowers' body was left unidentified as a "John Doe" for nearly 10 years or until after the March 1999 arrest of David Parker Ray, a mechanic and maintenance worker for Elephant Butte Lake State Park who lived on a state park lease lot at the lake. However, before he came to New Mexico to live and work, David Ray was connected to Billy Ray Bowers - Bowers was Ray's supervisor at Canal Motors in Phoenix, AZ. The mystery remains as to who committed the execution and dumped Bowers' body in New Mexico's biggest reservoir. But it wasn't the first body dumped there since a middle-aged woman, Janis Pulliam of Albuquerque, was found in the lake with a gas can roped around her ankle and filled with sand, yet another unsolved murder mystery that occurred just before Bowers' body was discovered. David Ray once told his daughter Jessy Ray's friend Becky that if she ever wanted to get rid of her boyfriend, she could dispose of his body by cutting open his chest, filling it with rocks, then securing the body with chicken wire and dumping it in the lake...

These are the photos of the criminals and many of the players involved in extensive cases of kidnapping, rape and torture of three young women who lived to tell their tales of days and nights of hell with one of the most evil criminals of the era. Dr. Michael Stone, forensic psychiatrist, deems David Ray among the most evil criminals on his "Most Evil" series aired recently on the Discovery Times television channel.

The case came to light when David Ray's last victim Cynthia Vigil broke free of bondage and ran naked on the dirty and dusty roads in the Hot Springs Landing lease lot area of the state park seeking safety after a few days of horror with Ray and his girlfriend Cindy Hendy. Ray was buying a prostitute on Albuquerque streets when he showed Cynthia a badge, handcuffed her and threw her in his paddy wagon while Hendy held her at gunpoint.  The case eventually erupted in the discovery of yet two more kidnap, rape and torture victims, the death of a third - the mother of two - and more suspects arrested.

The entire case is well documented in Satan's Den Exposed - The David Parker Ray Story by the Desert Journal's award winning investigative reporting team of Bill Johnson, Fred Mramor and David Pierre. This month of March 2008 is the ninth anniversary of the case coming to light and to memorialize this moment in history, we are showing our photos (many contained in our newspaper and our book and some never published before).
